What is the California Voting Rights Act?
The California Voting Rights Act (CVRA) was passed in 2001 based on the legislature’s finding that minorities and other members of protected classes were being denied the opportunity to have representation of their choosing at the local level and that the system of at-large elections caused a number of issues that are associated with denial of representation.
Jefferson Elementary School District currently has an at-large election system, where voters of the entire school district boundaries elect all members of the School District Governing Board. “By-district” elections would divide the school district into geographic districts. Voters in each geographic district would choose their School Board Member, who must also live in that district.
