1. Citizen Schools Program
An overview of the Citizen Schools Program and its impact at Ben Franklin Intermediate School will be presented to the Board.
2. Special Education Department Program: Autism Spectrum Disorder
Special Education staff, parents and consultants will present the continuum of services provided for students on the Autism Spectrum. The JSD provides small groups, enrichment, individual behavior intervention, consultations and parent training.
PUBLIC HEARING
1. Transfer of Funds from Categorical Programs (D)
The recent passed State Budget and Budget trailer bill (SBX3 4) gives local school agencies the authority to use the funds received from the state for Tier III programs for "any educational purpose, to the extent permitted by federal law." The flexibility to transfer funds from these programs is authorized for five years-from the current year through 2012-13.
Any school agency that wants to exercise this transfer authority is required to hold a public hearing on the matter. Specifically, the bill states, "The school districts and county offices of education would be required, at a regularly scheduled, open, public hearing, to take testimony from the public, discuss, and approve or disapprove the proposed use of funding..."
The Governing Board of the Jefferson Elementary School District will hear public testimony on the proposed use of funds under this transfer authority.
I. GENERAL FUNCTIONS - Matteo Rizzo

The Administration recommends approval of the starred (*) items on the rest of the agenda.
2. * Contracted Service - South San Francisco District.........................Action (C)
The Administration recommends acceptance of a contract in the amount of $180,000.00 with the South San Francisco School District Consortium class to provide educational services for Jefferson District Special Education students. The Board has already approved $95,784.80 at the January 14, 2009 meeting; the difference of $84,215.20 was due to a mistake by the South San Francisco District for FY 2007-2008 as students were omitted, and the calculation of ESY 2008-2009 that has not been documented and billed forwarded to JSD. The contract is to be funded through the Special Education budget.
II. BUSINESS & FINANCIAL PROCEDURES - Enrique Navas

General Fund Warrants totaling $1,126,936.71.
2. FY 2008-09 Second Interim Budget Review.........................Action (V)
The Business Office has produced the 2008-2009 Second Interim Financial Report for period ending January 31, 2009. The Administration recommends that the Board of Education:
a. Review the Second Interim Financial Report.
b. Approve the filing of certification of financial condition.
c. Approve the revision of the adopted budget to correspond to the projected year totals.
3. Rescind Board Resolution #08-12-03B Resolution for Employer Paid Member Contributions.........................Action (V)
The Administration recommends the rescinding of Board Resolution #08-12-03B.
4. Transfer of Funds from Categorical Programs.........................Action (V)
Under the transfer authority allowed in the State Budget Act, the Administration recommends that the Governing Board authorize a transfer of $270,000, from Restricted General Fund categorical programs to the Unrestricted General Fund for fiscal year 2008-2009.
5. Consultants and Contracts.........................Discussion (D)
As directed by the Board of Trustees at the Special Governing Board Meeting of March 4, 2009, the Administration will present a list of all the consultants and extra contracts for the Board’s review.
III. CERTIFICATED PERSONNEL - Jan Hopkins
1. Administrative Retirement.........................Action (V)
The Administration recommends approval of the retirement request from M. CRISTINA A. ROBLES, EL Coordinator, effective July 1, 2009. Ms. Robles has been employed in the District since August 30, 1991. The Administration also requests that an appropriate resolution be prepared commending Ms. Robles for her years of service with the District.
2. * Certificated Resignation.........................Action (C)
The Administration recommends accepting a letter of resignation from: JESSICA LANG, Social Science Teacher, Ben Franklin School, effective 2/9/09. Ms. Lang is currently on Leave of Absence for the 2008-2009 school year and has been employed in the District since 8/27/07.
3. * Hire Certificated Substitute Teachers.........................Action (C)
The Administration recommends hiring the following certificated substitute teachers for the 2008-2009 school year at $130 per day: COURTNEY CHRISTIAN, ANDRAS KOVESDY, MATTHEW LEDESMA, DERRICK BOLOGNA, NERIUS MERCADO, and DAVID RENARD.
4. * Certificated Leave of Absence Request for 2009-2010.........................Action (C)
The Administration recommends approval of a Leave of Absence Request for the 2009-2010 school year received from:

6. * San Francisco State University - Child and Adolescent Development Internship Agreement for Spring 2009.........................Action (C)
The Administration recommends approval of the Internship Agreement with San Francisco State University’s Child and Adolescent Development Department for the term of March 2, 2009 through June 13, 2009. The supervisor will be Will Anderson, Principal at Marjorie H. Tobias Elementary School.

3. Information Systems Specialist Job Description.........................Discussion/Action (D) (V)
In January, the employee who worked on the District’s student information system resigned. Her job was titled Senior Account Clerk, but the duties performed did not clearly follow those assigned to a Senior Account Clerk. Enclosed is a draft of a new job description for "Information Systems Specialist" which accurately reflects the current job duties. The Administration recommends that the Governing Board consider approval of the job duties.
V. CURRICULUM & INSTRUC./PUPIL PERSONNEL SERVICES-Bernie Vidales
1. Community Based English Tutoring (CBET) Program Application for 2009-2010.........................Action (V)
The Administration recommends approval for submission of application so that the Jefferson School District can continue to receive Community Based English Tutoring Program funds. These funds are used to provide childcare, instruction and other program costs for the many English classes offered at Jefferson School District school sites to parents and community members.
