PUBLIC HEARING
 
1.      Transfer of Restricted General Funds from State Categorical Programs into the Unrestricted General Fund (D)
The recently passed State Budget and Budget trailer bill (SBX3 4) gives local school agencies the authority to use the funds received from the state for Tier III programs for "any educational purpose, to the extent permitted by federal law." The flexibility to transfer funds from these programs is authorized for five years - from the current year through 2012-13.
 
Any school agency that wants to exercise this transfer authority is required to hold a public hearing on the matter. Specifically, the bill states, "The school districts and county offices of education would be required, at a regularly scheduled, open, public hearing, to take testimony from the public, discuss, and approve or disapprove the proposed use of funding..."
 
The Governing Board of the Jefferson Elementary School District will hear public testimony on the proposed use of categorical funds under this transfer authority for the 2009-2010 fiscal year.
 
2.      Proposed 2009-2010 District Budget (D)
       The Board of Trustees invites comments from the public on the proposed 2009-2010 District budget.

            General Fund Warrants totaling $736,616.30.
 
         2.   Adoption of 2009-10 Proposed Budget for Active District Funds.........................Action (V)
The Administration recommends that the Board of Trustees adopt the 2009-10 Proposed Budget for all active District funds.
 
         3.   Board Resolution #09-06-24 for Budgetary Increases and Transfers at Year-End.........................Action (V)
The Administration recommends approval of Board Resolution #09-06-24 for Budgetary Increases and Transfers at Year-End.
 
         4.   Board Resolution #09-06-24A to Authorize and Accept the Transfer of Restricted General State Categorical Funds into the Unrestricted General Fund for FY 2009-10.........................Action (V)
The Administration recommends approval of Board Resolution #09-06-24A to transfer and accept Restricted General Fund State Categorical Funds into the Unrestricted General Fund as allowed under the Categorical Flexibility authorized by the Budget Act bill SBX3 4.
 
III.   CERTIFICATED PERSONNEL - Jan Hopkins

The Administration recommends acceptance of the following resignation:  ANTOINETTE VILLARIN, 7/8th grade math teacher, Fernando Rivera School, resignation effective June 12, 2009.  Ms. Villarin has been employed in the District since August 21, 2002.
 
         2.   Administrative Appointment.........................Action (V)
The Administration recommends approval of the following Administrative appointment: BRENT MARQUEZ-VALENTI, Principal, Fernando Rivera School, effective August 3, 2009, 211 work days, Middle School Principal Salary Schedule, Step 6 with a salary of $105,709, plus $1100 for Master’s Degree.
 
         3.   Jefferson School District and AFT, Local 3267 Memorandum of Understanding (MOU) for Furlough Days for 2009-2010 School Year.........................Action (V)
The Administration recommends approval of the Memorandum of Understanding with the American Federation of Teachers, Local 3267.  Jefferson School District and AFT, Local 3267 agree to take October 12, 2009 as a furlough day for the 2009-2010 school year. Certificated administrators will also take this furlough day.

         4.   South San Francisco Unified School District - Special Education Teacher Agreement for 2009-10 School Year.........................Action (V)

South San Francisco Unified School has agreed to provide the services of Christina Clampett to JESD for the following:  Provide professional psychological services; develop, write, and implement comprehensive Individual Educational Plans for special education students; perform a variety of professional services including consultations, psychological testing and evaluations; perform other duties as assigned.  JESD will pay SSFUSD 50% of Christina Clampett’s salary, benefits and indirect costs from the District’s salary schedule.  JESD will be invoiced on a semester basis.  The Administration recommends approval of this agreement for the 2009-10 school year, from August 11, 2009 through June 11, 2010.
 
IV.    CLASSIFIED PERSONNEL - Jan Hopkins

            The Administration recommends approval of employment of the following classified employees:

            The Administration recommends approval of the following donations:
            F.D. Roosevelt:
            $345.36 from Save Mart Supermarkets to be used at the school.
            $156.00 from PG&E Corporation Campaign for the Community to be used at the school.
            $30.00 from Wells Fargo Foundation Educational Matching Gift Program to be used at the school.
            $10.39 from SuperValu to be used at the school.
 
         2.   Progress Report from (CAVA) California Virtual Academy San Mateo...........Discussion (D)
Katrina Abston from California Virtual Academy San Mateo will present program, academic achievement, enrollment and attendance information to the School Board.
 
         3.   * Expulsion of Student 0809120195 from Jefferson School District....................Action (C)
The Administration recommends the expulsion of student 0809120195 from the Jefferson School District based on the stipulated facts of the case and the Voluntary Consent to Discipline signed on 6/16/09.
